Our Practice
Dr. Jack Welch, MD, joined Pitt County Memorial Hospital in 1971 and became one of the first anesthesiologists in eastern North Carolina. In 1978, Dr. Welch, Dr. Juliet Song, and Dr. D. Clark Bright founded Pitt County Anesthesia Associates which became East Carolina Anesthesia Associates in 2006. Since its inception the practice has continually grown and today provides anesthesia services to hospitals, surgery centers, doctor’s offices and pain clinics throughout North Carolina and southeast Virginia. For nearly 50 years the practice has been providing quality medical care and services. We are a proactive organization that empowers our team members, through innovation and collaboration, to advance their skills and growth opportunities. Our partnerships have a proven track record of reducing delays, eliminating cancellations, and lowering the cost of care.

In Loving Memory of:
Dr. Winslow Britt Melvin
January 23, 1953 – May 31, 2008
Dr. Winslow B. Melvin was born in Atlanta, Georgia in 1953. He excelled academically, first as an undergraduate at the University of North Carolina at Chapel Hill, then as a pre-med student at the University of Mississippi. After graduating Alpha Epsilon Delta from the University of Mississippi, he then went on to receive his medical degree from East Carolina University in 1985. His residency was done in anesthesiology at St. Joseph’s Hospital Health Center in Syracuse, New York, where he was the chief resident from 1987-1988.
Dr. Melvin was a member of the National Board of Medical Examiners, the American Medical Association, and the American Society of Anesthesiologists, among others. He was a partner at ECAA for 19 years. He enjoyed Carolina Basketball, scuba diving, and photography. He leaves behind a wife and two sons.
Dr. Charles Neal Plotkin
December 30, 1957 – December 2, 2010
Dr. Charles N. Plotkin was born in the District of Columbia in 1957. He was a graduate of Georgetown University, prior to completing medical school at George Washington University, graduating with distinction. His residency in anesthesiology was completed at Columbia University College of Physicians and Surgeons, at Columbia Presbyterian Hospital of New York City in 1986.
Dr. Plotkin was a member of the National Board of Medical Examiners and the American Board of Anesthesiology, among others. He was a veteran of the United States Air Force and a partner at ECAA. He was an avid golfer, and leaves behind a wife and three sons.
